The English and the Spanish, Incapable of Learning Foreign Languages?

Spanish and English people appear to share a common destiny: their difficulties and frustration when learning foreign languages. Why is this so? Is there a psychological barrier? Is this the result of some lazy idea about English and Spanish languages being spoken in many countries? Is this the result of an erroneous and incapacitating pedagogical approach? Or is it simply a myth, a perpetuated false topic?
